I think it should always be a pen in that situation. "he's got his shot off" shouldn't mean anything, if it's late it's a pen. If kane was volleying a cross in it would be a free kick, you wouldn't hear anyone saying 'he's got his cross in so it's not a free kick/pen"

IMO he's shot over, the ball is now out of play and the' foul' wasn't the reason his shot went over. If anything, at worst, book the defender if deemed a high boot. The punishment is far too high for a penalty there.

One thing I will credit Southgate eith is changing mentality of the team - both for penalties and when fall behind in a game we seem much tougher.

Like it or not, if a studs up challenge is a foul, that is a pen.
