It is fake but if it were true they arnt gonna take CL football away from 2 Ukrainian teams due to political unrest/safety concerns and then give it to two other Ukrainian teams, would be no point.

I understand it's a load of bullocks, but the reason for excluding teams would be because it is unsafe in that country, so in that case they couldn't follow the rules, obviously.

Nope. That's only if a team outside the top 4 wins the Champions League. Europa League winner is an extra place regardless.
