Man United. These are 2023 figures but they made nearly £650m in matchday & commercial revenue.
This means their capacity to spend the amount of money on players which they do is unlikely to be hindered by PSR.

So yes - PSR does not affect them, because they make lots and lots and lots and lots of money.

I think many are looking at PSR all wrong. A lot of people seem to think that clubs are judged by their relative distance from some arbitrary figure that's set at X and is equal for all clubs. So, how can ManU and the like spend so much more than us without breaching?

But we have to remember that everyone is not being judged by an equal X amount, because that X is set differently for each club relative to its revenue generated. So ManU, etc. just have bigger Xs than we do, because for many years now we've been run so poorly as a business that we make a pittance in revenue relative to the other big clubs. Our commercial department definitely has to be the worst among them.

The simplest solution to the PSR problem doesn't even involve player trading at all. It's to grow the commercial side of the club as much as possible.

* My understanding of the City issue is that they're not in hot water over straight profit breaches of PSR but over fraudulent behavior, lying, etc. So it's a different issue to this altogether.

Most likely but the context of the quote seems to be him saying Everton should be competing for the top players but can’t currently due to PSR. I don’t think anyone was expecting us to pay £40millon for a player this window.

It's not a myth or an excuse. Do you not recall the point deductions last season? We have to play ball until June or else we put our Premier League status at further risk.
I also recall Forrest having the same problems doesn’t seem to effect them anymore
 
I’m not quite as pessimistic as others based on the quotes in the BBC reporting. He’s just said we’d be after a different profile of player if we weren’t hampered by PSR. Don’t think that’s a massive surprise to anyone.

He literally said not players we want but hopefully they may be able to contribute
 
Any more injuries and with some difficult fixtures coming up , there is no other option but to get a good striker in. That or face a relegation battle. Not impressed at all by the new ownership.
Why is it their fault? The club is still restricted by the mess the previous owner(s) put us in. Moyes and Thelwell will have a limited scope of deals and players because of PSR. As I said in another post a few days ago, we won’t get out of this cycle until the club starts generating money from the ground, increased sponsorship and better commercial/marketing deals. That’s where TFG come in. We can’t just go and throw money at players if we don’t want another points deduction next year. Footy doesn’t work like that anymore. Newcastle are the richest club in the world but can’t spend because of the rules.
 
Looking grim on the transfer front. I recon we need four more wins this year and I recon we can get them with the squad we have now. Get to the summer window and hopefully get some players in that will actually make a difference longer term

It doesn't matter what X is the fact is if Y is greater than 105 million over 3 years then you are in breach, United were well above 105 million but were allowed nonsense mitigation by the PL.

The quote attributed to him was “We hope to bring in some players but maybe not the ones that, if we had money, we would be trying to do.” Fairly unequivocal that PSR is an issue, which we knew. So, no surprise.

Well, it absolutely does matter what X is, because the Y you quoted as needing to be less than 105 million over 3 years is calculated using X. It doesn't exist otherwise.

Whether the PL enforces the rules equally to all teams is a relevant discussion, but it's separate from the discussion of the nature of PSR itself.
