I look at what Guardiola requires from a lb in his system, look at the history of both Delph and Barry playing there for City, the position he played before city bought him and the position he's played over 50+ games internationally at.
He's a good left back in a system that City employ, he's not as good as City require in cm as a starter.
Would he be our best lb, currently no imo, would he be a mile better than anything we have in that role in mid, yup. Would winks - nope.
I like the lad, im not saying hes bad, I just think from what ive seen of Winks, they could both do a similar job.
Fitness and injury is my only concern with both.
And CM is a more important position in almost any system than fullback.
Hes not as good as De Bruyne, Rodri or Silva. He will probably never be. Theres no shame in that. Theres a world of players who arent, but would still be great for us.

Yes tend to agree we need hungry players looming to improve not players who see us as a step down from a bigger team, its a bad combination and usually means they lack the drive and hunger because they can coastI'm not defending signing top 6 castoffs apparoach, but I don't think we do it as a focus like you are making out. Since 2013/14, I think we have signed like 14 but with 4 of them loan deals.
Lukaku and Barry were excellent for us and they came from top 6.
I think the approach of buying lots from PL is the issue, not just top 6. As we have signed a lot from lower half, relegated teams as well, often for big money.

Everton are trying to reach an agreement with Harry Winks but talks have reached an impasse according to the i paper's Sam Cunningham.
Talks for Winks are thought to have reached a stumbling block, with Everton preferring a season-long loan while Tottenham are pushing for a permanent transfer in the region of £20m.
Everton are now said to be pursuing other targets with the club unlikely to be able to spend £20m on one player until the end of the financial year or until a player is sold.
