What you mean who's saying it?. Erm TheEsk for starters. Then every media source out there was stating Koeman has been promised £100m transfer fund. If there isn't no money then Moshiri is purely in it for a quick profit and things won't change at all.

The original source of a large budget was Martinez who alluded to it before his sacking. Koeman's agent stated it was £100 mill in a leak to the press, 2 days before the last match of the season, in order to instigate a tug of war between us and SFC. It wasn't clear if it included player sales.
Subsequently a couple of papers suggested it did not and a couple of the ITK's (The Esk and Word1878) suggested it was far more than 100 mill.
I believe that there's a substantial budget there, as promised to RK, but it now seems almost certain it's not far more than 100 mill.
