Think you can read it like that. I'm reading it as we have a limited transfer budget which h we want to spend on established players.
Although that could be wrong as we spent money i think on the young left back from France or was that a free transfer?

A home grown player making 100 appearances for the club is a success. I don't think he's good enough either but the academy has produced a player that we've got some use out of and has saved us a few million
