Do consider we might have been interested pre Corona but not anymore. Brands will need to be more creative with spending 20-30mil on every player he wants so as a result we go for Silva at CB instead

Hence why Watford lashing 11.5 mill on Rico got them a work permit

Reports I've read said it's likely Everton will offer more than Napoli. I'm sure you've read reports that say otherwise which is not evidence either way.
