yes , ish! Steve Punt (who I never found funny) is brilliant . He investigates some classic mysteries in a very endearing style and its quite illuminating and dare I say it very funny . Give it a whirl on my recommendation .

There are 2 books out there, collections of some of his 'letters'...1946 - 75? & 1975 - to present. They maybe online too for all I know, I found them in my local Library.
iirc, there was a small how, why and what prologue before each one. In one such prologue he detailed why American Foreign Policy was always 'in a mess'
Gist; Americans want everybody to be 'happy' like them and can't see why people get upset when they try to 'make' them 'happy' like them.
They can't get tgere head around the fact that Achmed or whoever is quite happy herding his goats if the rains don't fail, he has enough to eat and nobody is shooting at him.
