I suppose in Uruguay some portion of the population cares about polo and rugby, but certainly not to the degree that a portion of wales' population is siphoned off by rugby.

...and Uruguay winning 100 years ago is hardly relevant now.

But most of Wales’ squad isn’t even made up of Welsh people?

I think comparing Wales with, pound for pound, the greatest football nation on Earth - Uruguay - is very unfair. However, Uruguay didn't just win 100 years ago, either. They were Copa America champions in 2011 and World Cup semi-finalists in 2010. They have won 15 South American championships - a record (incuding 1995, 1987, and 1983). For their size, they are the greatest football culture on the planet. That they regularly qualify from CONMEBOL is also testament to their oversized strength. Football in Uruguay is similar to rugby in Wales. It basically defines the nation. So, Wales are never going to be Uruguay at football. But then, Uruguay will never be Wales at rugby.

All joking aside, they do punch above their weight by a good bit...all credit to them.
