It's head to head first, then goal difference.Random question, but the BBC are stating that Netherlands are group winners as they’ve beaten Ukraine and Austria, so will top the group on head-to-head results (https://www.bbc.co.uk/sport/football/51198408), but everywhere else that I read says that the group is first decided by GD, and then head-to-heads?

Anyone got a definitive answer to this, as from what I can make out, if Netherlands lose to N. Mac, (unlikely I know), then either Ukraine or Austria can possibly top the group with a win against the other?
Cut and paste from UEFA's rule book:
If two or more teams in the same group are equal on points on completion of the qualifying group stage, the following criteria are applied, in the order given, to determine their rankings:
a. higher number of points obtained in the group matches played among the teams in question;
b. superior goal difference from the group matches played among the teams in question
