Apparently wasn't that much of a rule (or that enforced) but when sponsorship money became big again - it started being enforced.
I'd get it if a player removes his shirt and they have an indecent message or something on the undershirt, but in general - meh, who cares.

By all means, punish political messages on t-shirts if you must, but tearing off your shirt because you’ve just scored the winning goal against Brazil in a World Cup is an expression of purest joy, likely a career pinnacle.
