Nah probably not as bad but as bad as anything in Europe. I know that they've recently fixed Omonia in parts and all, but I've been there a few times and it was dreadful each time - druggies, just dirt, smell of fish, ran-down buildings (and a horrid metro station and train), stuff like that, but with a view of the acropolis.
