Monty, it is definitely hot-racking. It is where 3 people share 2 bunks (racks). Used to be commonplace in all Navy's but now mainly used onboard subs as space is a premium. A sub works on an 18-hour day, 6 hours spent 'on-watch' doing your primary duties, and 12-hours off. So, the 3 people are set up so there is always 1 person 'on-watch' and the other two are racked out. The idea being, when one wakes up, another one gets in, still warm, hence the term 'hot-racking'.
Commonplace on fast-attack subs, but not so on Boomers (thankfully I was on a boomer). An Ohio-class sub is so big, even with 200 people on board, there is still room to throw a mattress down and sleep on it without anybody else sharing with you.
