If you could change one football rule what would it be?

Just seen this question on one of the Everton Facebook fan pages so thought I'd put it in here where the real football experts reside.

I know the question say one rule change but I have 2.

Firstly giving managers 2 opportunities per game to call for the use of VAR. Hopefully it would encourage refs to start actually making decisions again but if the mangers felt a decision went against them, they get 2 chances to let VAR have a look at it.

Secondly I'd have an accurate clock that stops when play stops so everyone knows when the game gets to 90 minutes it ends.

What else you got GOT?
 

Throw in. Never seem to be taken from the right place. Teams can use them to waste time. The team ‘winning’ the throw in rarely gets an advantage from them. Not sure what could replace them but they just annoy me
 

Not so much a rule change, but I would like to see yellow cards dished out every time a player cheats.

Free kick and you stand over the ball rather than go back 10 yards - yellow card

Get a small bump and go down clutching your head - yellow card

Try and steal 20 yards at a throw in - yellow card

Goalie holds onto the ball for 20 seconds instead of releasing it after 6 seconds - yellow card (and free kick)

Start handing out yellow cards for all those cheating moves and we may just have a game worth watching again

That the benefit of any doubt that can be articulated though not evidenced must be given to six clubs in all on field decisions.
