It’s a massive job and as you say it could take the next 3 windows to shift them all

I think what @Tel001 is alluding to is the fact we could have got work permits for Brazilians based upon the transfer fee special dispensation rules.

They don't have to be necessarily, but you've got to an appeal and they better st least be youth internationals.

The rule is top 15% just as @Tel001 stated, whether theyre youth or full internationals isnt relevant and why Penaranda of Watford only recently acquired a permit.
