All I keep getting told by people who work in recruitment is that Thelwell and the recruitment team simply can't be blamed, because it's 'just so difficult' when the manager has changed.

Yes, changing manager late in the window doesn't help, especially when the two main candidates had such differing styles.

But it's been clear what has been required now since September 1st. There's zero, zero excuse for not having had players through the door well before Lampard got sacked.
Isn’t that the entire purpose of a DOF? To be able to maintain a steady football plan regardless of who the manager is?

It is.

That being said, I do understand that it's hard for any DoF to have that in place when the owner and board want two different candidates. Thelwell pushed for Dyche with Kenwright though by the looks - even if that was because they didn't think Bielsa would work (but in the end it's Bielsa who made their minds up for them by basically not accepting to come mid-season).

But in terms of the fact that it's been blatantly obvious to anyone with eyes what Everton have needed since the very start of the season, there's no excuse to not have had players through the door earlier this month.

We've been agreeing to disagree on this for a while mate, but I don't think there's any coincidence whatsoever that we've not brought anyone in until after the Gordon move happened

Whether it's cash flow or FFP, we simply haven't been able to get people in. I'm sure the manager situation has clouded it - it'd be incredibly stupid to spend money on a player and then 2 weeks later the new manage decide he doesn't fancy him, but that's only part of it. Our financial situation is well-documented and people saying "no excuse" for not having brought players in are wilfully ignoring the reality of it. Loans are different and the Danjuma one made sense because there was very little downside to the new manager deciding he didn't fancy him, but loans like Danjuma don't come up very often (i.e. clearly good players with obligation in the loan deal).

The whole idea of a DOF is to sustain the big picture football strategy (which obviously includes transfer policy) irrespective of managerial changes....so they're talking bolleux

Well that's a very good question... I assume we have a scouting team, which may be foolish of me given the way we handle ourselves every window
Of course we've got a scouting team, they type in "messi youtube" in at the start of every shift and spend the next 8 hours seeing if the google algorithm will throw up any underrated gems.

Okay, they generally end up watching 47-minute documentaries about chemtrails and how we're run by secret lizard-kings after a few hours but every now and again you get a video on Andre Ayew from 2019 and it's all worthwhile.
