We don’t know that Thelwell even wanted to stay? He’d been here for 3 years in probably the hardest job in football probably consuming every minute of his life. Maybe he looked at the long term job the Friedkin’s laid out and thought ‘nah I need something new’, maybe he had family stuff going on, who knows?
