Where do we draw the line? There must be something wrong with a person who enjoys scenes of rape or non-consensual sexual violence, even though it is a portrayal by actors. But, in contrast, there seems nothing wrong with a bit of light S & M. Is the state in danger of over-moralizing here?

Have to agree with it. According to the link you gave, 'extreme' is classed as;

An act which threatens or appears to threaten a person's life
An act which results in or appears to result in serious injury to a person's anus, breasts or genitals
An act which involves or appears to involve sexual interference with a human corpse
A person performing or appearing to perform an act of intercourse or oral sex with an animal

They're simulating an act which is illegal, i.e. rape or necrophilia. Therefore, it should be illegal in my eyes.

A contrary position to yours might say that the effect that such degrading material might have on the character of the compulsive viewer could have far-reaching consequences for the wider community. Imagine having a family member who began to watch this stuff. With ready access to it, it would surely alter his character for the worst. He certainly wouldn't be the sort of person you would leave your wife and kids alone with.

It depends on what sort of state you believe in:

1) The state is a moral enterprise and one of it's duties is to promote excellence of character (whatever that may be).

2) The state is merely a neutral nightwatchman, and it's duties revolve around settling disputes between two or more parties.

The European model has tended towards the first of these.

But I don't think anyone really wants the state to be solely neutral. Even the the most ardent libertarian would, no doubt, restrict certain behaviours

A case in point would be the German cannibal case when two consenting adults decided that one of them would have his penis cut off, and then they would eat it together.
