While it'd be best to get deals done early, there is an order to the tfr market. I read a book about hellas verona years ago and they had a string of players sign for them who then went on to be top Internationals. He said for them to compete in the tfr market, they have to leave deals late, because they can't compete with the bigger clubs. So they identify a target, if they move early then the player and selling club will notify other potential suitors as they will want a bigger move, and more often than not Verona wouldn't get their man. So instead they waited til late in the window when there wasn't time for sellers/players to try and negotiate better, and then they'd ensure they got their man. Providing no one else had already bought them of course.
That's why the transfer market usually starts with Real Madrid doing their business, and then it filters down until it's our turn.
