I'm over the water at the minute but there's plumes of thick black smoke coming from behind city centre.

Can't make out where from the waterfront, possibly the Royal or by the Uni.
 

Is that one of those heritage listed buildings that is proving developers a problem to do what they want with that happens to "accidentally" catch fire?
Would appear so.
The city is littered with them and barren patches of land with tattered promises of new developments.

My first thought when I saw the building.

Buildings like that should be preserved and celebrated, but that’s more expensive than flattening it and building a block of flats where you could break in to your neighbour’s home if you had a half decent hammer.

My thoughts exactly. Horrific driving around older cities and suburbs and seeing that older buildings and houses have been flattened for yet another cheap, generic apartment building with zero character and everywhere now looks exactly the same. Councils won't do a thing about it here because a) it means more land rates and b) the councillors are in the developers pockets or have a financial stake in these places themselves. It's just rotten.

One of the reasons the Tobacco House apartments look so attractive, I imagine it was the same when the Albert Dock apartments got converted
