Is it empty cos the tickets are expensive? I know Brazil are part of the BRIC economies like, don't they distribute the tickets to the locals?

FFS, even the canoe paddlers don't seem to be arsed. It's almost as if they know everyone thinks this is a bit gash so they're trying to pass off that they're doing it for the money
 
Is Brazil still classed as a third world country? It's not is it? (Forgive my ignorance)
