I don't think there's much to get overly excited about here. It would seem that the stories about them building a facility to house him at the family home were correct and he's simply being moved to there now it's complete.

That is unfortunately how I read it too, not quite the same encouraging sign as going back home would be for a normal patient.
But at least it will be much easier for his family and they are more likely to be able to keep their privacy.
