No the road and pavement outside your house is not your property. As long as you pay car tax you should be able to park outside anyones house as long as your not blocking their drive. It made me fume when it pissing it down and had to carry my little girl to the car which i had to park the other end of the street. If people need to park outside their house because they are diabled then get a disabled space painted outside by the council. Otherwise dont put a cone out

Without parking permits or indeed on a private road, there is nothing that legally states that the parking space outside your house is reserved for your car. ... But there are a few cases when the law is on your side, such as if someone is blocking your driveway ortheir wheel is over the dropped kerb to your house.Jan 29, 2018

I know it is but i also know that if i shift the cone and park my car there might be a scratch on it by morning.
Just rob the cone, that`ll do the trick.
