Perhaps more rows can be added to the stand in the future and that is how they plan to bring the stadium up to an eventual 62,000?

From the leaked document, standing alone couldn’t bring that design to 62,000.

Looking a the seating plan in the brochure, it looks like the 'dock road' stand is the only one that would be able to be expanded by a decent amount, I'd estimate at around 6,800 seats judging by the capacity of the stand in the brochure.

All the other stands could have extra rows of seats on them but not enough I'd imagine to make it financially viable, unless done on the initial build.

If the ground is built at 52k capacity I think we would need at least 10 years of regular european football and moderate success for the club to even entertain the idea of expansion.
