How do you know this? Surely it is the value of the materials purchased and the work that has been done. Otherwise there would just be a pile of sand in a dock and the other materials stacked on the quayside.The build of a new structure is much more than just the construction phase. C'mon Tom, you know this. Money spent doesn't have anything to do with work completed, just the value of the goods purchased.

I do too, it is also the reason why whoever names the ground will always struggle.
Echo arena will always be known as echo arena despite M&S trying to rename it.
