When they design stadiums they never consider that it's only about 100-200 fans who generate the noise for the other 12000 to join in with. Plus it's only about 30 fans who will start songs for that 100-200. So it's all very well designing something when 80% of the stand are being noisy, but you need to consider what happens 0.01% of the stand are making a noise
