I think this is the "fake shake" thing. It's the same group. The difference is Ashley accepted their offer, its not a new group.
He hadn't accepted it previously because he claims to have never seen any evidence of funds and felt it was a waste of time pushing it forward if they don't have any funds available to be shown (not to mention legal costs he'd have to foot).
Very early on into this, a good friend of his Martin Samuel wrote an article (which I referenced back in early May) where Samuel said Ashley had opted for a change of tactics. He was sick of being blamed for not accepting an offer, and felt the best way to show the people involved didn't have any money was to call their bluff, accept the deal and allow the fans to see they have no money. That was a massive, massive call from him at the time (with no denial from either Ashley, or Staveley).
I remember him saying in said article, that those suggesting it would be complete within a couple of weeks, ready for cans and Poch would be disappointed, it would take a lot longer and the reason for it was that they didn't have the funds to bu the club, never mind invest hugely in it. Everything he has said has been proven to be true thus far.
Manchester City, Everton, Chelsea were all completed within days of the agreement being reached. They are the 3 examples of takeovers where big money has been put in. If it goes over 2 weeks it tends to mean funding is a question, if it goes over 4, funding is a big problem. This is now into it's 4th month. Read into it what you will. The deluded geordies will be making out it's all a conspiracy, but the reality is, they are probably scrambling around trying to generate funds to purchase the club, probably with the intention of bleeding it for a profit.
