No to that second bit as; emery, koeman, fdb, pellegrini, etc, were all still under contract until the end of their teams' seasons we couldn't have started meeting with any of them eariler

If course we could. Guardiola was also still under contract at Bayern, didn't stop him from doing a deal with City.

I think preliminary talks with agents start way before they 'officially' do.
