Good ole Paddy Power!
Its in their interest to pay out early as possible....Paddy Power have already paid out.
In all my years of betting I've never heard of that, like ever. There are two separate markets from what I've seen, either "Next Everton Manager", which are settled upon official announcement (most companies have this market), or "Who Will Be The Manager Of Everton For The First Game Of The 2016/17 Season", which will be paid out at kick off of the first game.I can't remember which company it is but at least one of them says it's not a winning bet until they've took charge of 10 games... I think betfair but I'm not 100%. Check your slips boys!

They will assume you will use money to punt on Euros and maybe lose it.

That's why Skybet doesn't pay out: the bet was who was the EFC manager for the first game of the season? Still, money in the bank, eh?
