It would be good to see him coming on for the second half tomorrow, if he is as packet as they say it would be a nice change. As Stoke's defenders all seen to be missing this would be a nice introduction for him.
Think if he's allowed to play he'll come on as a sub, martinez said he's not fit enough for 90 yet
 

The criteria is he needs to have played 75% of his countries internationals in the past two years. He only has four caps and he doesn't meet this, hence the delay and possibly rejection from the home office.

He'll still easily qualify under the terms of the panel which decides on players who haven't played 75% of international games.

Criteria Points

A) The value of the transfer fee being paid for the player is in the top 25% of all transfers to Premier League clubs in the previous 2 windows 3 points
B) The value of the transfer fee being paid for the player is between the 50th and 75th % of all transfers to Premier League clubs in the previous 2 windows 2 points
C) The wages being paid to the player by the applicant club is in the top 25% of the top 30 earners at the club 3 points
D) The wages being paid to the player by the applicant club are between the 50th and 75th % of all the top 30 earners at the club 2 points
E) The player’s current club is in a Top League and the player has played in 30% or more of the available domestic league minutes 1 point
F) The player’s current club has played in the group stages or onwards of the Champions League, Europa League or the Copa Libertadores within the last 12 months and the player has played in 30% or more of the available domestic league minutes 1 point


Only needs a total of 5 points from the above to be recommended for approval. I'd say he has A and C, which gives him 6 points. And even if he isn't in the top 25% of earners at the club i'd be almost certain he would be in the top 75% so would get D rather than C and 5 points.

Unsure on whether the Russian League is counted as a 'Top League' by FIFA. I'd imagine it may be, with Spain, England, Germany, France, and Italy ahead ? Probably a close call between Russia/Netherlands/Belgium. The classification of 'Top League' is :

Defined as the six European leagues which provide the most players to the top 20 squads in the FIFA World Rankings and the two Central and South American leagues which provide the most players to the top 20 squads in the FIFA World Rankings.
