I don't think that's an entirely fair quote. I'm as happy as you that nothing is coming of it but:

1) "At the time of Tim Howard's permanent transfer from Manchester United to Everton, the Premier League ensured there were no agreements in place that contravened our rules."
2) "As a result of recent comments we had sought further clarification from both clubs and are satisfied that it remains the case that there were no agreements that breached any of our rules."
3) "Everton were free to play Tim Howard in their fixture against Manchester United had they so wished - and this has been confirmed by both clubs."

So we didn't wish? (Despite the comments made by DM and Ian Ross.)

So do i mate, as i see things

1, Howard was originally on loan

2, That loan became a permanent one in February ( £3 million )

Even during a loan spell it would be illegal ( against rules ) to ask him not to play against Utd if they were still fighting for the premiership.
Naturally once the deal became permanent it would again be illegal and non-sensical to leave him out of the starting line-up.

Even if no such clause was included, it is also illegal for a ' Gentlemen's Agreement ' a handshake between managers that Howard does not play, which may or may not have happened.

The thing is, we have qualified for europe, but imagine if we hadn't, i think we would all have made a bigger deal about all this if that was the case.

His absence against Man Utd does not make any sense, he was not injured and he was not off-form, for me at least i think there is just one other explanation, a ' Gentleman's Agreement ', i'm just glad that it didn't backfire on us.
The important fact is that the matter is now closed so no fine or point deduction is hanging over us.

didnt he take over at west ham not so long ago for three or four games?

didnt english football [Poor language removed] all over bobby moore? - didnt he play for west ham? maybe its a far reach to suggest they are trying to make amends.
