i doubt it mate, i heard last year we increased our scouting system though.

We now have a main scout in belgium (some belgian fella) and in SA among other countries so it must just be a product of that.

I don't think he is but he will certainly know about him, they're both from the same place. And River Plate are Wanderers rival, the grounds are like 800m away from each other so he's probably seen him a fair bit if he's back there and wants to watch some football.

I'm not 100% sure but I think it was Vickery who said about a month ago on talksport that Otamendi (when he was being linked with utd) was too slow for the premiership. Well he must obviously be hard to please judging by how much he has cost city. I'll guess we'll just have to wait and see on mori.
