It's easy enough to say it but every other club is looking for potentially valuable young players, it's an incredibly competitive market.

Even the mega rich clubs such as Man City are scouting everywhere for those cheaper options with potential for growth. While splashing big money catches the headlines they're were still buying players like Zack Steffen, Ante Palaversa or Ryotaro Meshino and can afford to scout a lot more intensely given the wealth the ownership model of having an umbrella of several clubs throughout the world.

Everton do have extensive networks in a huge number of countries, leagues, even at amateur levels, and a massive hierachy of scouts, chiefs and data analysis. But so does every serious competitor in every top league.

Niels Nkounkou, the French left back that was signed recently was also wanted by Juventus and Leipzig despite never having made a senior appearance for Marseille. That's how ridiculously competitive the market is for potential now.

It's not an either/or when it comes to signing players. Bringing in only potential for 2M or 3M when the gaps are so big in the first team would be ridiculously optimistic.
