No, I don't like the idea that you can be banned for being unpopular.
New member.
5/6 established members negative rep something they post. It would imply that new member is a clear WUM, or posting something outrageously poor in taste.
That members posts then placed in a moderating queue?
Makes some sense to me...
You're just giving power to the clique then, though. Just because I, as an established member, dislike a post doesn't mean it's a bad post, I could have misread it or just be in a bad mood.
You were talking earlier about how a lot of new members just lurk and don't post, is giving power to the existing posters to, temporarily, by concensus, ban people going to make people more or less likely to post? It'll just give the place an intimidating and none welcoming reputation.
