Did Barkley have to agree to have his contract terminated or did Chelsea just do it? Wondering why we don't terminate Gomez, Rondon. Gbammin etc.

If they pay the full amount of the remaining contract up front, it's a win for the player since they can just turn around and double-dip. That's not a hard agreement to secure from a player and the agent. They may even be willing to take a small discount if they're pretty sure they can double-dip.
In general, you only see that in the last year of a contract because doing it has no Prem sustainability or FFP implications. If we pay off players with more than a year to run like Gomez or Gbamin, we end up with less to spend now than we otherwise would.
