You are correct that over 10,000 seats would have to be non-season ticket, because Premier League rules only allow a maximum of 80% of capacity to be STs. It was 79.9% at Goodison. It must also be the case that all the hospitality seats effectively constitute STs. So…there were apparently 31k STs at Goodison, there are apparently 4k new ones, and it is said there are 5.5k hospitality places. At least 10,577 seats (20% of capacity) must be non-season ticket, but I think that includes away fans, of which it is said there are about 3k. So that would make a minimum of 7k GA seats. However, it’s widely believed that the club doesn’t want the ST %age to be as high as at Goodison, so the GA number seems likely to increase, and the scope for yet further STs to thus diminish. Where it all becomes unknown is the extent of ST take up at the new stadium by existing holders and newbies. Also, some of the hospitality seats may have (indeed very likely were) bought by previous ST holders, thus potentially releasing ‘extra’ ST places. It’s all very unclear frankly, but should be clarified very soon after the 31 March cut off for ST purchase and the subsequent re-publishing, by the club, of the waiting list bands…plus any further ST offer to those at the top of the waiting list. But don’t expect that to be very many, if at all.
