The domestic player rule has a lot to do with that. It artificially inflates the value of middling English players, as you have to have a certain number of domestics and the supply of great ones is limited.

But the other day the amount rumoured to be offered was €35m. So how can you say for definite that that is exactly how much he is worth?

This 100%! The price of young British footballers with even just a glimpse of talent is mad when compared to other footballing regions. You have to think what someone like Pickford would be worth (or at least someone like Utd would pay)....
