Correct, once you reach 30% you are obliged to make a cash offer to all other shareholders. The other shareholders are not obliged to accept the offer unless the acquirer acquires 90%, then it becomes mandatory to accept.
That only works if the shares are publicly traded and there are a substantial % in free float.
If Everton would do an IPO then you could use the share price to determine the value of the club but I'd wager the share price would be rather higher if we did that.
