I could be wrong, but I think it maybe a reference to years ago when coppers would be asked to stop partying neighbours, reminding them it was late and to get their lights off and to bed.

….my immediate thought about candles was linking back to the Blitz when wardens made sure there were no chinks of light for the bombers to see.

Lyrics from the 60s often relate to WW2 because it was so fresh in the minds.

That was air raid wardens rather than coppers.

"Hey put the candles out" seem to me to refer to rowdyism - burning the midnight oil partying.

There was loads of coppers on the beat in those days to keep community order...apart from round Scotland Road!
 
I've wonder this, is it like a tradition song adapted for the film, has to go back to the blitz, might of been like a poem or something, I dunno.

Johnny Todd is an old sea shanty sung by sailors, we should actually sing it, even if the words have no football relation.

Or better still somebody could write Everton lyrics for the tune and send them to Bill Kenwright for him to rip off and put to a different tune and watch it bomb at Gooodison Park 15 years ago. Oh, hang on a minute. :)
