Chelsea are leading last-ditch efforts to persuade Premier League chairmen to agree to allow five substitutions next season with the more powerful clubs fearing they will lose a vote on the issue.
The 20 Premier League clubs are meeting on Thursday and at least 14 need to be in favour of the proposal to allow two more than the usual three substitutes — in effect extending a change that was brought in for Project Restart in June.
Aston Villa are one of the clubs most opposed to allowing the increase again, believing that it favours the bigger teams who have more strength in the depth in their squad. Burnley, West Ham and Sheffield United are also believed to have misgivings about allowing managers to change half their outfield team.
Fifa increased the number of substitutes to be made from three to five as a result of the congested fixtures caused by the coronavirus pandemic, with the number of players on the bench raised from seven to nine. The changes can only be made on a maximum of three occasions.
The temporary rule change was extended to next season as well but left to competition organisers to decide whether to implement it. Uefa has chosen to go back to three substitutes for next season’s Champions League and Europa League, and the EFL is expected to follow suit for the Championship, League One and League Two.
Chelsea are among the clubs who have been lobbying furiously, knowing that unless they can persuade a couple of chairmen to change their minds then they are facing a defeat. The balance of power may be held by the newly-promoted clubs Leeds United and West Bromwich Albion and Fulham or Brentford.
It is understood that the two hamstring injuries suffered by Chelsea players Christian Pulisic and César Azipilicueta during Saturday’s FA Cup final defeat are being used as examples of players being more vulnerable to fatigue.
The pandemic means next season will also be congested as it is starting a month late but finishing on the same date.
The clubs in favour of five substitutes will have backing from the international players’ union Fifpro. Its European president Bobby Barnes said: “Fifpro has discussed this and in the current circumstances which have obviously put a lot of stress on players we feel that five substitutes has been a positive decision to protect the health and welfare of players.
“In addition we feel that it provides the opportunity for more players to gain game time on a match-day having trained all week, and for managers to be able to manage their squads to ensure that fatigue injuries can be minimised.”
Four clubs did not make use of the five substitutes even once last season — Tottenham Hotspur, Sheffield United, Crystal Palace and Burnley, while Villa, Wolves, Southampton, West Ham and Watford did so only once. José Mourinho, the Tottenham head coach, said in June he was neither in favour nor opposed to the increase but that “the idea came from powerful clubs”.
Meanwhile, Lampard’s call for Chelsea to be allowed to delay beginning next season after the September 12 start, due to player fatigue, is likely to fall on deaf ears at Thursday’s Premier League shareholders meeting.The managers that did make use of the permitted increase the most were Graham Potter at Brighton & Hove Albion, who did so eight out of nine times and Jürgen Klopp at Liverpool (seven out of nine). Chelsea’s manager Frank Lampard only used five substitutes in two out of nine league games, but did so in two out of three FA Cup matches too including the final. The FA is expected to follow the Premier League’s lead for the FA Cup next season.
It has been agreed that all clubs should have a minimum 30-day break from the end of this season, which means that Manchester City, Manchester United and Wolves could have a staggered start if they get to the latter stages of the Champions League and Europa League.
Chelsea play Bayern Munich away on Saturday but are 3-0 down from the first leg so unless they pull off a miracle, they will have 35 days from then until September 12, though some will be on international duty the week before.
The Premier League’s administrators are already struggling to fit in matches even with the winter break being cancelled, no FA Cup replays and league matches being played on the same day as FA Cup weekends.
