If City's last minute goal against Tottenham was handball then that certainly was.

Exactly. The precedent had been set with that. It wasn't necessarily a "foul" for handball like elsewhere on the pitch but this :

"It is an offence if a player:
  • deliberately touches the ball with their hand/arm, including moving the hand/arm towards the ball
  • gains possession/control of the ball after it has touched their hand/arm and then:
    • scores in the opponents’ goal
    • creates a goal-scoring opportunity

means it was 100% correct to be ruled out.

And United's goal was never gonna be ruled out by overturning the refs decision not to give a foul based on the high bar for reversing a decision that has been in play all season.

Except yesterday when Villa and Burnley had goals ruled out for fouls by VAR that the ref didn't give. But they were directly involved immediately in the goal being scored not 70 yards down the pitch.
 


Terrible challenge from Van Dijk on James. That wasn’t shoulder to shoulder, that was a full on taken out.
