You've answered your own question, VAR can only intervene for one of four situations: goals, penalty decisions, mistaken identity and direct red card incidents
The whole process is totally flawed, once the VAR draws the ref's attention to an incident and calls them to the monitor it's almost certain the match official will go for the red card.
Sunday league is totally the same as the Premier League.

run it at normal speed and there's nothing to it, play it frame by frame and you can make any contact look like serious foul play

I heard the results earlier, from the Welsh League, and I was quite amused at the team called Flint Town United. A bit bi polar I thought. maybe they merged Flint Town and Flint United.
