You can see Silva's dived, use some common sense. Not all contact is a foul.

The clear and obvious error is the ref hasn't see the shirt pull.

The dive is immaterial to that, as was the contact the ref saw and waved off from being a foul.

VAR pulled him back to look at the shirt pull and that was the foul that led to the penalty.
