Problem is that the two oil states are far more wealthy and much better able to flout the rules.

The fact they’re being reported as skint and are in a heap of debt - compared to clubs who have an almost limitless pot of money to tap into and can skirt the rules because of their state backed ownership - are a bit different.

Well I mean being skint but bailed out by their own country to be able to possible sign someone for nearly 200 million quid sort of points to problems outside of just oil clubs.
