It is Cardiff City Stadium. Wales got home draws due to being the highest team in that little play off group.

I might be wrong but I think the only way would be to go down to the stadium and pick one up from a tout. I bought both matches at the same time so presumably that has sold out too already. The tickets automatically moved to the final match and not for this match on Tuesday which will just be a friendly.
I suppose people who can't make the final might get a refund thus the tickets might be put back on sale, but if I couldn't go I would sell privately methinks... ?

No, Tuesday's game is separate, buy tickets now for that and you go to that game. I'm saying before the Scotland Ukraine game was called off the tickets for both the semi against Austria and the play off final itself were sold in one go. Those tickets bought for the postponed final have automatically transferred to the June game. Therefore in theory it should already be a sell out.

Obviously it would be lovely for Ukraine to qualify after all that has gone on, but Wales Vs Scotland would be a huge game and it would guarantee one more British team at the Finals
