That is because he is interfering and getting in the way and once Stonmes head's the ball is offside. if he isn't going to be any of th ose things why bother having him there when he can't win the header.

Imagine our's or Cities reaction if that had happened to us or them. That's when you know it's a wrong decision

Eh? Silva can interfere with the keeper as much as he likes as long as he doesn’t foul him, which he doesn’t. He can’t be given offside for it unless he does it after Stones heads the ball. Which he didn’t.
