Wouldn't that rely on them spending a full match with a bag full of explosives, and then being guaranteed of a pitch invasion? I think terrorists usually look for a more reliable scenario than that.

not really, a pitch invasion is pretty much guaranteed when any team gets to wembley by either side and you dont have to support either side to get on the pitch, you can just pretend you joining the celebrations and get on the field, no steward will stop you.
