Yes but there's a difference between Everton and 100 point Manchester City.

He's not good enough for that team. He doesn't fit into the culture. He doesn't work for his team mates. He is extremely selfish. He's a luxury they absolutely did not need. Be like Barca signing someone like Ozil.
