So Moshiri bought Everton in 2016 on the say so of Usmanov because he wanted a new project in the pipeline but at the same time he was desperately trying to gain control of Arsenal up until 2018

It does make complete sense. He increased his Arsenal shareholding, with his mate then buying up a cheap club with potential, continued to pursue a purchase of Kroenke’s shares and a seat on the board and effectively set the price for the Arsenal shares. He then sold his shares for an even greater profit while the spadework was being done at Everton.....

It's unfortunately a legitimate concern. He will be 70 by the time we move into BM. we just need a further 6 or 7 years of heavy investment after that point and a will from his family to continue the good work.

Whatever agreement there is between Moshiri and Usmanov would have been decided a long time ago.
Just because they are keeping their cards close to their chests and not telling the fanbase doesn't mean anything.
I think they release snippets of information periodically and for me this snippet is released to answer the question of the funding for the new ground.
