You have lots of meetings when you are quite high up in business, do you take the first quote when doing your car insurance? It is good to shop around, if you could get a loan x percent cheaper on millions of pounds you'd take the time to ask too.
My guess is if the council got us access the full 350-400m we'd take it, but seeing there was an arbitrary cap of 270m and we would need other loans to go with it they have just decided to source it privately.

You don't get rich handing over 500 million of your own money just on a building. Banks handle that and the club pays it back over a period of time, the money that you keep in your hands can then be invested into the players, which banks are less happy about lending for.

Council's can do what is known as Prudential Borrowing. It is generally done at beneficial interest rates to stimulate regeneration and growth of areas. The Bramley Moore development is in everyone's interest , and therefore the Council's. The Council will obviously want to provide any assistance it can , and in due course , will make the Council more money.
